That's what we call the underfunded schools in our school district. The discrepancy between the schools in the wealthy part of town and those in other areas of town is painful to see. The school I work in is in an area of town with lower home values so there is less tax money to support it. consequently the text books are outdated or we don't have enough for each child, the playgrounds are in disrepair, the class sizes are large, there is no money for enrichment classes. Kids drop out, can't find work and just like the video, many end up behind bard and the state government refuses to equaly fund the schools. No money for kids. I know this happens but never traced the causes back to inplicit racism and red lining. Makes sense though. this course is opening eyes!
