The history of Red Lining in Austin, Texas is known by everyone that has lived here longer than at least the last decade. The city planners placed minorities living in Austin, Texas on the East side of the IH35, the main thoroughfare that goes through the city. Within the last decade more and more people have moved to the city and they are taking over what once was the home of the Black and Mexican American residents of Austin. Gentrification is happening in East Austin and forcing minorities to move out of town as many can no longer afford to live here.
The same thing has happened in Portland, Oregon. Gentrification has led to blocks of "adorable" boutiques and ice cream shops and a community that has been uprooted and sent east of town.
Though they don't talk about it in the videos in this training, I have been thinking about how predominantly black and brown neighborhoods are described by white people using euphemistic words: "dangerous neighborhood," "bad neighborhood," "wrong side of the tracks." Schools are also described this way.
Yes - the negative labelling of black and brown neighborhoods by the white majority is actually something that is discussed in the book "White Fragility". And I do think that redlining is continuing through gentrification and white flight.
