In today's world, propaganda against minorities is quite present yet subtle. For example, many movies (MANY, many movies) tend to portray blacks, Hispanics and other minorities as people who take advantage of the welfare system. In nearly every white-led and made movie, you can typically find hispanics as either lazy, walking with other cholos or vatos, and even blacks are portrayed as hoodlum and in the streets with guns and what not. Additionally, even in the news media you see social security offices with predominately minority population. If one were to go to a white state like Iowa or some woodland down within Mississippi or Kentucky, you'll actually find that majority of welfare recipients are Anglo-white!
However, when compared to the past, one might not see as much propaganda as the video depicts of the past, but it is there and it is subtle, meaning you have to pay attention. As a Veteran, I've seen many people use monkeys to display blacks and other symbols as a means of being racist yet subtle about it. I myself have been discriminated against in Colorado when one of my room-mates had burst out in anger saying "I can't stand these Wet-Backs taking all our jobs!" knowingly that I am Hispanic and live within the same home. What made it worse, was that he called himself a "christian". Now, I don't know about other people's situation, but last I recall the biblical scriptures rarely ever talked about skin color or race, and it was more about the story and testimony. So basically, this ties into how propaganda was a tool used by Anglo folk as a means to discriminate against others simply because they were fearful or looked different.
