The connection between redlining, systemic racism, etc., reminds me of the bootstraps argument. It seems that even now (perhaps especially recently) white people in power are continuing to think along the lines of "well, people should just pull themselves up by their boot straps". But how can you do so if you were never able to afford boots? Or if you saved up your money for months to buy boots, but then were followed around the store the whole time because you happened to be black or brown, and arrested for a crime you did not commit? That doesn't happen to white people, period, yet there are whole masses of people actively refusing to see the problems.
