The system is working as it was designed to. The analogy of the house is especially useful. As slavery, dehumanization and oppression are the very foundations upon which the house was built- then it makes sense that they are constantly being reinforced. White supremacists do not want the house to topple. There will always be those in power seeking to strengthen the foundations- mass incarceration and the probation system, police brutality, institutional racism that permeates the work place and banking system (affecting mortgages which affects areas where house purchases are possible) etc. all work towards ensuring the house stays standing. Promotion of educational advancement of BIPOC is very 'inconvenient'. The system needs to instead continually limit and oppress people, in order for it to keep 'ticking over'. It's a cycle, like the cycle of poverty in many countries in the global south- but the violence inherent in the US' cycle of oppression adds an extra layer of suffering I think.
